BOARD OF DIRECTORS

Below 100 is led and governed by an all-volunteer Board of Directors comprised entirely of active and retired law enforcement officers.  The board meets monthly to review training requests, update and enhance the training curriculum and collaborate on the overall initiatives of the organization.

Rob Beidler – Chair

Rob Beidler is a 29-year law enforcement veteran and retired as the Undersheriff of Snohomish County, Washington in 2019.  During his time with SCSO, he held assignments in patrol, SWAT, Motors, and Special Operations.  After becoming a member of the agency’s command staff in 2008, he served as Chief of Operations, Administrative Services Chief, and Corrections Chief.  As Undersheriff, he oversaw one of the most powerful examples of Below 100 with a strategic plan that resulted in an incredible reduction in crashes at SCSO.  As a result, SCSO received national recognition from the National Law Enforcement Officer’s Memorial Fund and the Governor’s Highway Safety Association.  After retiring from SCSO, Rob began a second career with the Snohomish County Public Utility District where he is the Senior Manager of Safety, Security, and Emergency Management.  He holds a degree in Business and Human Resource Management from Western Washington University and has traveled extensively teaching executives and industry leaders the value of developing a safety culture.

Geoff Bush – Vice Chair

Geoff Bush began his law enforcement career in 1996 and served two years as a municipal police officer in Western Pennsylvania, seven years as a trooper and special agent with the Virginia State Police and currently is a corporal with the Pennsylvania State Police (PSP).  He is assigned as a full time Instructor at the PSP Academy and is the PSP Driver Training Coordinator and lead EVOC instructor.  Geoff is a recognized subject matter expert regarding pursuits, and is a certified Taser, use of force, and officer safety instructor.  In addition to his current position, he has worked in patrol, investigations, and has been assigned to narcotics and violent crime task forces.  He holds a Criminology degree from the Indiana University of Pennsylvania.  Geoff began teaching Below 100 in 2013 and was responsible for introducing it to PSP where he has trained more than 3,000 PSP personnel.  He has presented Below 100 more than 200 times to agencies across the country.  In addition to being a longtime Below 100 board member, Geoff is the President of the Association of Law Enforcement Response Trainers (ALERT International).

Mike Jaeger – Secretary / Curriculum Oversight

Mike Jaeger served more than 21 years with the Tucson (AZ) Police Department, where he worked in a variety of assignments, including extensive experience with academy training and driver safety.  Prior to his law enforcement career, he served in the U.S. Marine Corps for 12 years and then another 12 years in the Tucson Air National Guard.  Mike was responsible for coordinating a statewide rollout of Below 100 in 2012 and subsequently became a Below 100 Core Instructor, as well as a longtime board member for the organization.  Over the years he has served as the board chair, training coordinator, and interim executive director.  One of Mike’s many significant Below 100 accomplishments was working closely with the US Border Patrol to deliver Below 100 training to more than 12,000 Border Patrol personnel.

Scot Haug – Treasurer

Scot Haug brings over three decades of experience in law enforcement and public service to his work with the Below 100 Program.  He was a presenter in the very first Below 100 educational effort at the SHOT Show in January of 2011.  Since that time, he has worked with hundreds of agencies across the country to deliver training that encourages a culture of safety and responsibility.  During his time as Chief of Police in Post Falls, Idaho, Scot focused on enhancing officer safety and implementing practices that align with Below 100’s principles.  He has participated in national law enforcement conferences and training programs, sharing insights on risk management, crisis communication, and the importance of a proactive approach to officer safety.  He is a court-recognized subject matter expert in officer safety and tactics and has testified in several high-profile cases.  His work with the Below 100 Program reflects his commitment to helping agencies create safer environments for their personnel and communities.

Dale Stockton – Member At Large / Outreach

Dale Stockton is a 32-year law enforcement veteran and began his career in the US Air Force Security Police before joining the Carlsbad (CA) Police Department, where he served in all areas of police operations and investigations.  He retired as a police captain and holds a Master’s degree in Criminology from the University of California, Irvine.  Dale is a graduate of the FBI National Academy and served as a Commissioner for California POST, the agency responsible for setting statewide policing standards and training requirements.   He served as the editor-in-chief of Law Officer Magazine from 2005 to 2015 and during his tenure, Dale played a pivotal role in launching the concept of Below 100 in 2010.  The initiative quickly grew into a nationwide, volunteer-driven non-profit, and Dale went on to serve as Below 100’s first executive director until 2018, training thousands of officers across more than 40 states.  In recognition of his work with Below 100, the National Highway Traffic Safety Administration honored him with a Lifesavers Award in 2018.

Ryan T. Smith – Executive Director

As Executive Director, Ryan oversees all of the day-to-day business of Below 100 under the direction and supervision of the Board.  Ryan is an Oregon native with a Business Administration degree from Seattle Pacific University and has served in both the Oregon Army National Guard and as a Reserve Police Officer with the Beaverton (OR) Police Department.  He worked as a marketing professional at Nike, Rubbermaid, Remington Arms Co. and Sentry Safe in the early part of his career.   He currently operates as a management consultant, providing fractional executive management to a host of non-profit organizations, including the Spirit of Blue Foundation and Sportsmen Organized for Law Enforcement.
